As part of an exciting HR operating model review of HR services to Council, the People & Culture section is strengthening its focus on organisational capability.

We are now seeking a highly capable Senior Capability Business Partner to join this evolving team and help shape its future.

About The Role

This is a key role in shaping how capability is understood, planned and delivered across a complex, community-focused organisation. As Senior Capability Partner, you will lead the development of an organisation-wide approach to identifying, analysing and responding to workforce capability needs. Working at the intersection of workforce planning, learning strategy and data, you will translate organisational priorities into clear capability insights and targeted learning initiatives. You will partner with leaders and subject matter experts to embed a consistent, systemised approach to skill analysis ensuring capability data is accurate, centralised, and supports informed decision making.

This role also plays a critical part in strengthening learning systems, governance and processes, brining structure and visibility to how capability is built, measured and continuously improved.

About You

You are a strategic and systems focused learning professional who can translate organisational priorities into practical, scalable capability solutions.

  • Strong stakeholder engagement skills, with the ability to partner, coach, and provide trusted advice.
  • Highly developed communication skills, with experience in engaging across all levels to build strong, effective relationships.
  • High ethical standards with the ability to maintain confidentiality and act with integrity
  • Experience working across complex organisations to identify capability needs and influence workforce outcomes
  • Ability to leverage data and technology to drive continuous improvement and align learning with business priorities
  • Tertiary qualifications in Human Resource Management, Training or Education (desirable)
  • Certificate IV in Training and Assessment (desirable)
