Townsville City Council is transforming the way it supports its people, leaders and organisation.
As part of an exciting HR operating model review of HR services to Council, the People & Culture section has established a dedicated Workplace Relations team, bringing together specialist expertise across recruitment, business partnering, employee lifecycle management, workplace advisory, industrial relations, work capacity, and ethics and integrity.
At the heart of this transformation is the creation of a new Ethics & Integrity function that will play a critical role in strengthening accountability, promoting ethical decision-making and supporting a culture of professionalism across the organisation.
We are now seeking a highly capable Senior Advisor Ethics & Integrity to join this newly established team and help shape its future.
About The Role
Reporting to the Principal Ethics & Integrity, you will play a key role in supporting the delivery of Council’s ethics and integrity framework and providing trusted advice on workplace conduct matters across the organisation.
The Ethics & Integrity function maintains a direct advisory relationship with the Office of the CEO, providing expert advice and support on workplace integrity, conduct and organisational risk matters. As a member of this specialist team, you will contribute to work that supports leadership decision-making, organisational accountability and public confidence in Council.
You will undertake workplace investigations, manage and support end to end disciplinary processes relating to serious and complex conduct matters, prepare high-quality reports and correspondence, and provide practical advice to leaders navigating sensitive workplace issues.
Working within Workplace Relations and liaising with Legal Services, People and Culture leaders and operational managers, you will ensure matters are managed fairly, consistently and in accordance with legislative, industrial and organisational requirements .
Beyond investigations and disciplinary matters, you will contribute to building organisational capability, identifying emerging trends and risks, supportingcontinuous improvement initiatives and helping embed a culture where integrity, accountability and professionalism are central to how we work.

About You
You are a trusted professional with the confidence and judgement to manage sensitive workplace matters with discretion, professionalism and integrity.
You have experience conducting workplace investigations, managing or supporting disciplinary processes, and providing practical advice on conduct-related matters within a complex organisational environment.
You are able to critically assess evidence, analyse information, identify key risks and develop clear, balanced and defensible recommendations. You understand the principles of procedural fairness and can confidently support leaders through challenging and often sensitive situations.
You build strong relationships, communicate effectively with a diverse range of stakeholders and are comfortable working in environments where confidentiality, professionalism and sound judgement are critical.
You will bring tertiary qualifications in Law, Human Resources, Industrial Relations, Business, Governance, Investigations or a related discipline, or equivalent relevant experience.
Qualification in Certificate IV in Government Investigations will be considered highly desirable.
Experience within local government, government, regulatory, compliance, integrity, legal, workplace relations or investigative environments will be highly regarded.
