Opportunity

We’re looking for an experienced and forward-thinking Learning and Development Leader to join the Talent and Capability team, providing strategic leadership for the enterprise-wide L&D function. This is a senior role for someone who is energised by building insight-led, contemporary learning ecosystems that drive real capability outcomes.

Accountable for the enterprise L&D strategy and the operating model across design, delivery and systems, you will use evaluation data, workforce insights and evidence-based practice to position L&D as a proactive strategic partner in organisational performance. This role involves national travel to support learning activities, events and stakeholder engagement across various locations.

Key Responsibilities

  • Develop and execute the enterprise Learning & Development strategy aligned to organisational priorities and workforce capability needs.
  • Lead and optimise the end-to-end learning operating model across design, delivery, evaluation and systems.
  • Partner with senior leaders to identify emerging capability requirements and develop targeted learning solutions.
  • Use workforce data, learning analytics and evaluation insights to inform investment decisions and measure impact.
  • Provide strategic advice on learning, capability development and workforce readiness to executive stakeholders.
  • Drive continuous improvement across learning frameworks, governance, digital learning and learner experience.
  • Lead and develop a team of L&D specialists, fostering a high-performance, collaborative culture.
  • Oversee LMS governance, compliance training requirements and enterprise learning reporting.

You will bring:

  • Demonstrated experience leading an enterprise Learning & Development function within a complex organisation.
  • Proven track record developing and implementing L&D strategies that deliver measurable capability and business outcomes.
  • Strong leadership experience, including building and developing high-performing teams.
  • Expertise in organisational capability, adult learning principles, leadership development and contemporary learning practices.
  • Experience using learning analytics, evaluation frameworks and workforce data to guide decision-making.
  • Strong stakeholder engagement and influencing skills, with the ability to operate effectively at executive level.
  • Experience managing Learning Management Systems and learning governance within an enterprise environment.
  • Experience in a government, aviation, transport or safety-critical organisation will be highly regarded.
