The Role

CBCity has an exciting opportunity for a highly experienced and strategic leader to join our City Assets Directorate as Manager Asset Construction.

This pivotal leadership role is responsible for providing direction, leadership and accountability to the Asset Construction Delivery Unit, including Project Managers, Project Officers, Contract Administration and Communications staff. The Unit delivers project management services across Council’s Capital Works Program, ensuring projects are delivered in accordance with Council’s Project Management Framework and meet agreed scope, budget, timeframe and quality outcomes.

The successful applicant will be a results-driven leader with extensive experience delivering complex infrastructure and capital works projects, managing multidisciplinary teams, and driving continuous improvement. Duties will include but not be limited to:

  • Lead, manage and develop the Asset Construction Delivery Unit, fostering a high-performance and customer-focused culture.
  • Provide strategic direction and oversight of the annual Capital Works Program to ensure successful project delivery.
  • Lead the recruitment and resourcing of permanent and contract staff to meet operational requirements.
  • Act as Superintendent for major infrastructure and capital works contracts.
  • Build and maintain strong relationships with internal clients, contractors, consultants and other key stakeholders.
  • Oversee project governance, reporting and compliance through Council’s Project Management Framework.
  • Coordinate quarterly reviews of the Capital Works Program and provide recommendations for Director approval
  • Monitor and manage Unit budgets, project expenditure and procurement activities in accordance with Council policies and procedures
  • Ensure accurate reporting and maintenance of the corporate project register, highlighting risks and issues as required.
  • Lead organisational and operational change initiatives to improve efficiency, effectiveness and customer outcomes.

You will have

  • Tertiary qualifications in Architecture, Building, Civil Engineering, Project Management, Business Management or a related discipline.
  • Class C Driver’s Licence.
  • White Card (General Construction Induction Card).
  • Extensive experience in project management and delivery of major infrastructure and capital works projects.
  • Demonstrated leadership experience managing diverse, multidisciplinary teams and delivering organisational outcomes.
  • Strong knowledge of contract administration, procurement practices, contract law and budget management.
  • Highly developed strategic thinking, analytical and problem-solving skills.
  • Excellent interpersonal, stakeholder engagement and negotiation skills with the ability to build effective relationships across all levels.
  • Excellent written, verbal and presentation skills, including the preparation of complex reports and briefings.
  • Demonstrated experience developing and managing operational and project budgets.
  • Strong organisational and time management skills with the ability to manage competing priorities.
  • Proficiency in Microsoft Office applications, including Microsoft Project.
  • Proven ability to lead teams through change and drive continuous improvement initiatives.

The salary range for this opportunity starts at $162,698+ Car Allowance + 12% superannuation. Salary may be negotiable dependent on skills and experience.
