Our client is delivering a large-scale, multi-year digital health transformation program focused on modernising healthcare systems and enabling better patient outcomes through technology. This includes the implementation of a major Electronic Medical Record (EMR) platform and broader digital capability uplift across the organisation.

About the role

We are seeking a highly experienced Resourcing Strategy Lead to drive the end-to-end delivery of a complex workforce scaling strategy within a major transformation program. This is a senior, hands-on leadership role focused on execution rather than advisory, responsible for mobilising and scaling the program workforce by approximately 200 FTE within tight timeframes.

You will operate at an executive level, ensuring alignment between delivery priorities, workforce capacity, funding approvals, and governance processes while resolving complex resourcing challenges across multiple workstreams.

Key Responsibilities

• Lead the delivery and execution of an integrated resourcing strategy aligned to program milestones.

• Own and maintain a consolidated resourcing plan across all program workstreams.

• Drive workforce mobilisation, including recruitment and onboarding of critical roles.

• Identify, manage, and escalate resourcing risks to protect delivery timelines.

• Negotiate complex resourcing trade-offs and provide clear recommendations to senior stakeholders.

• Deliver concise executive reporting on workforce status, risks, and constraints.

• Collaborate across program, People & Culture, and stakeholders to ensure alignment and avoid duplication.

Required Experience

• Demonstrated experience leading workforce or resourcing delivery in large, complex transformation programs.

• Proven ability to influence and negotiate at executive and senior stakeholder levels.

• Strong understanding of public sector workforce, funding, and governance frameworks.

• Track record of resolving resourcing risks and maintaining delivery momentum in high-pressure environments.

• Ability to operate strategically while remaining hands-on in execution.

Mandatory Requirements

• Extensive experience working within government or highly regulated environments.

• Availability to work full-time onsite in Hobart.

Desirable Skills

• Experience working within large-scale government transformation programs.

• Exposure to digital health or EMR implementations.

• Strong stakeholder engagement across People & Culture, finance, and program delivery functions.
