Primary objective

Provide high level executive, secretariat and regulatory administrative coordination to the Utilities Commission to support the

effective delivery of the Utilities Commission priorities and effective regulation of essential services in the Northern Territory.

Context statement

The Commission is an independent statutory authority responsible for the economic regulation of electricity, ports, and water and

sewerage industries in the Northern Territory. The Commission aims to protect consumer interests in terms of price, reliability, and

quality. The Commission is supported by staff seconded from the Department of Treasury and Finance, and offers meaningful work

in a small, positive team environment.

Key duties and responsibilities

• Provide high level executive and administrative assistance to the Commission and Executive contributing to the efficient and

effective operation of the Commission in accordance with legislation, policy and governance frameworks.

  • Provide secretariat support for Commission meetings and activities, including scheduling, preparation and distribution of

agendas and papers, minute-taking, action tracking and follow-up to ensure statutory, regulatory and operational timeframes

are met.

  • manage routine administrative regulatory and licensing activity, including management of the annual return and licensing fee

process, website management and stakeholder newsletters.

  • Monitor and manage the Commission correspondence, including drafting routine correspondence, allocation and tracking of

task, support filing and record management.

  • Operate independently and effectively in a team, while maintaining a high standard of work and fostering positive relationships.
  • Enhance workflow efficiency by developing and implementing systems that improve accuracy, reliability, and timeliness of

executive tasks.

Selection criteria

Essential

1. Sound knowledge of and demonstrated experience and capability in providing executive support and secretarial services at an

executive and Board level.

2. Sound knowledge of and experience in government structures, processes and protocols, or ability to obtain such knowledge

quickly and the ability to handle confidential and sensitive matters.

3. Well-developed organisational skills and demonstrated capacity to prioritise and manage competing workloads under pressure

to meet critical deadlines, including the ability to work independent and flexibly, stay self-motivated and exercise initiative

Demonstrated personal, interpersonal, written and oral communication skills, with a high attention to detail.

4. Sound knowledge of the objectives, functions, structure and services of government, or ability to obtain such knowledge

quickly.

5. Sound knowledge of and experience in procurement and financial processes including raising and paying invoices.

6. Excellent interpersonal, verbal, and written communication skills, including the ability to effectively communicate with people

from diverse cultures.

Desirable

1. Post school qualifications in administration, business or management, or a related discipline.
