About Harnest

Harnest is Mazzei Group’s specialist social, affordable and medium-density housing builder, delivering high-quality homes that strengthen communities across Victoria and South Australia.

With a $100m+ annual turnover and a strong forward pipeline exceeding $150m, Harnest is continuing to grow with purpose — building capability, leadership and sustainable systems to support a growing national portfolio.

The Opportunity

We’re seeking an experienced Head of Project Management Office (PMO) to lead and support the continued growth of Harnest’s project delivery function.

Reporting directly to the General Manager, this role will play a key part in connecting strategy with delivery — creating the systems, frameworks and collaborative ways of working that enable projects to be delivered successfully, consistently and sustainably.

This is a senior leadership role with genuine influence across the business, partnering closely with Construction, Design, Estimating and Procurement to strengthen capability, support teams and drive positive project outcomes across a growing national portfolio.

What You’ll Lead

  • A collaborative and high-performing PMO function that supports Project Managers and Contract Administrators across the full project lifecycle
  • Consistent delivery frameworks and governance processes that create clarity, confidence and alignment across projects
  • Portfolio-level oversight across cost, risk, forecasting and performance, helping leadership make informed and proactive decisions
  • Strong stakeholder relationships across government, consultants and delivery teams, building trust and confidence throughout project delivery
  • Continuous improvement initiatives that strengthen communication, capability and scalable ways of working across the business
  • Quality and compliance outcomes that uphold SDA, NCC and Liveable Housing standards while supporting strong community outcomes

About You

You’re an experienced construction leader who understands how to bring people, systems and projects together to achieve strong outcomes.

You’ve successfully overseen multiple live projects, supported teams through complex delivery challenges and created environments where people can perform at their best.

You bring a balanced leadership approach — combining commercial awareness, governance capability and practical construction knowledge with strong communication and relationship-building skills.

You’ll likely bring:

  • 10+ years’ experience in senior project leadership within construction
  • Experience across residential, social/affordable housing, SDA or commercial projects
  • Strong capability across contract administration, forecasting, cost management and project delivery
  • Experience overseeing multi-site portfolios from pre-construction through to handover
  • A sound understanding of NCC, compliance and government-funded projects
  • A collaborative leadership style focused on accountability, mentoring and continuous improvement

Formal qualifications in Construction Management, Engineering or Project Management are required.

Why Join Harnest

  • Join a values-led construction group backed by Mazzei Group, with the stability and scale to support long-term growth and meaningful projects
  • Work within a business delivering $100m+ in annual turnover and a strong forward pipeline of $150m+
  • Deliver projects that create real social impact across communities through social housing, SDA and medium-density developments
  • Be part of a fully integrated business spanning advisory, design and construction — enabling greater collaboration, quality and shared outcomes
  • Step into a leadership role where you can shape systems, support teams and influence how projects are delivered across the business
  • Work alongside approachable, grounded leaders who value collaboration, transparency and investing in their people

Harnest is committed to building a diverse, inclusive and equitable workplace. We strongly encourage applications from Aboriginal and Torres Strait Islander peoples, people from culturally and linguistically diverse backgrounds, women, LGBTQIA+ individuals, people with disability, and those who may face barriers to employment.
