Estimating Manager - Infrastructure Projects

ACCIONA delivers complex civil infrastructure, rail, water and geotechnical projects across Victoria. From major tunnels and stations to transport and water upgrades, our teams help reshape how communities move, live and work. Based in our South Melbourne corporate office, this role leads key bids and live projects across the state.

We are seeking an experienced Estimating Manager to lead the development and delivery of high-quality estimates across major projects. This role is critical in shaping pricing strategy, driving consistency, and delivering strong commercial outcomes while building capability across the estimating function.

You will play a key leadership role, working across multiple disciplines and stakeholders to ensure integrated, accurate, and competitive bids.

Key Responsibilities

• Lead the estimating strategy, methodology, and pricing across large-scale or multi-scope project tenders
• Coordinate inputs across business units, disciplines, and subcontractors to deliver integrated estimates
• Oversee risk identification, assumptions, and commercial positioning to optimise bid outcomes
• Drive continuous improvement and innovation in estimating practices, tools, and systems
• Lead estimate reviews, governance processes, and executive-level presentations
• Provide leadership, mentoring, and capability development within the estimating team
• Build alignment and influence stakeholders across complex project environments

Required Skills and Competencies

• Extensive experience leading estimating on major infrastructure or complex project bids
• Strong expertise in pricing strategy, risk management, and estimating methodologies
• Advanced capability in estimating systems and use of data-driven insights
• Proven leadership and stakeholder engagement skills across diverse teams
• Ability to deliver accurate, high-quality estimates under tight deadlines
