Primary objective

Provide leadership, high level advice and coordination on strategic workforce planning, development and reform initiatives,

supporting agencies to shape and deliver objectives that align to NT Government strategic objectives, and development of

workforce capability across the Northern Territory Public Sector (NTPS).

Context statement

The role and function of the unit is to support client agencies to build workforce capability and capacity, by supporting

workforce planning, development and retention activities, promoting inclusion and diversity, leading across government

workforce coordination services and supporting implementation of workforce reform projects.

Key duties and responsibilities

1. Deliver strategic workforce development services, including workforce planning, inclusion and diversity advice,

workplace culture programs and organisational development.

2. Provide strategic advice on agency workforce planning and development initiatives, and collaborate with the Office of

the Commissioner for Public Employment to support development and implementation of NTPS wide workforce

strategies.

3. Develop and maintain productive, strategic connections and partnerships across workforce services and stakeholders to

ensure high quality, cohesive, solutions focused delivery in support of strategic workforce priorities and outcomes.

4. Develop and maintain appropriate project management, governance and reporting frameworks to ensure the program of

workforce services reform is monitored and outcomes can be measured.

5. Provide expertise in workforce planning, process mapping, stakeholder engagement and project management.

Selection criteria

Essential

1. Executive knowledge, skills and experience leading workforce planning and development in an enterprise environment.

2. Demonstrated success in initiating and delivering workforce development initiatives such as strategic workforce plans,

workplace culture programs and/or inclusion and diversity strategies.

3. Demonstrated record of proactive, positive team leadership and management, preferably in a client facing environment.

4. High level skills in research, analysis and insights, together with project planning and management experience.

5. Highly developed interpersonal skills demonstrated client-centric approach, with experience building collaborative

relationships, effectively advocating and managing expectations, to ensure stakeholders remain informed and engaged.

6. Excellent written and verbal communication skills, including highly developed facilitation and presentation skills and

expertise in the preparation of reports and briefings of a substantial and complex nature.

7. Demonstrated work ethic and attitude which emulates DCDD values of being professional, accountable, honest,

innovative and respectful.

Desirable

1. Qualifications in human resource, public sector management or a related field.
