Primary objective

Provide budget development and financial management services including analysis, advice, and assistance, to enable

effective financial management across the department.

Context statement

Business and Enabling Services is based in Darwin and provides finance and accounting services and support to the

department’s divisions, commissions, regulatory bodies, and courts across the Territory. The unit handles high workloads

subject to change and tight deadlines, requiring emphasis on professional client service, thorough and accurate work,

reliability, and well-developed communication and interpersonal skills.

Key duties and responsibilities

1. Assist in the development and monitoring of department budgets and budget outputs including preparation of budget

submissions in consultation with senior management.

2. Provide information and reports relating to budget management strategies to department management and government,

including monthly variation reports and the preparation of parliamentary estimates committee briefings and

comprehensive analysis.

3. Provide assistance to develop, implement and maintain department budget management systems including the input,

monitoring and reconciling of information in the Department of Treasury and Finance budget management system (APEX

and SAGE).

4. Provide technical direction to team members and other areas of the department in relation to financial and budget

management issues.

Selection criteria

Essential

1. Well-developed experience in finance, accounting, or budget roles.

2. Demonstrated ability to interpret and apply key financial management legislation, policies, standards, and procedures and

to analyse and effectively convey complex information to a variety of stakeholders.

3. Highly developed interpersonal skills with the ability to interact effectively with people of diverse cultures, build and

sustain strong business relationships and networks and to maintain confidentiality.

4. Demonstrated high level oral and written communication skills in a manner that is clear to the recipient.

5. Highly developed excel skills, proven accuracy, and attention to detail.

6. Demonstrated ability to work independently, good time management skills, particularly in prioritising competing work

demands.

Desirable

1. Tertiary qualifications in business management, financial management or similar.

2. An understanding of Northern Territory legislation and financial management frameworks.
