The Opportunity

MidCoast Council is seeking an experienced Program Manager to lead the delivery of our Food Organics and Garden Organics (FOGO) Program.

Reporting to the Waste Manager, this role will oversee the delivery of a major transformation program involving waste collection systems, processing infrastructure and long-term service delivery changes across the region.

You will manage governance, risk, stakeholder coordination, scheduling and budget control associated with the FOGO Processing Facility under a DBOT delivery model, while supporting the successful rollout of new kerbside waste services.

This fixed-term opportunity offers the chance to play a key role in delivering sustainable waste management outcomes for the MidCoast community.

In this role, you will:

* Lead the delivery of Council's FOGO Program in line with Council's project management framework.

* Manage project scope, schedule, budget, governance and risk controls.

* Coordinate infrastructure delivery, regulatory approvals, contractor readiness and operational rollout activities.

* Oversee Council's interface with contractors and technical advisors during construction and commissioning phases.

* Monitor budgets, manage risks and support contract and issue resolution processes.

* Provide reporting to Executive leadership and governance committees.

* Work collaboratively across operational and corporate teams to support service transition and business readiness.

* Promote a culture of safety, accountability, collaboration and continuous improvement.

What you'll bring

* Degree qualifications in Project Management, Engineering, Environmental Management, Infrastructure Delivery or a related discipline, or significant equivalent experience.

* Demonstrated experience delivering complex infrastructure, environmental or operational transformation projects.

* Proven ability to manage multi-stream projects involving contractors, regulators and internal stakeholders.

* Strong governance, risk management and financial management capability.

* Experience managing construction interfaces, commissioning and operational handover activities.

* Highly developed communication, negotiation and stakeholder engagement skills.

* Ability to manage competing priorities within a high-risk and regulated environment.

* Current Class C Driver's Licence.

What we offer?

Salary: Commencing salary circa $108,744-$119,619 p.a. plus superannuation. (dependent on skills and experience)

Location: This position will be based at our Administration Centre in Yalawanyi Ganya at 2 Biripi Way, Taree. You may also be required to be based from other Council sites across the MidCoast Council region.

Tenure: Two-year full-time fixed-term contract
