Primary objective
Lead a team of Workforce Relations professionals to coordinate and deliver client-focussed generalist and specialised Human
Resource (HR) Management to the Northern Territory Public Sector (NTPS) agencies and employees.
Context statement
Workforce Services are delivered to client agencies under a centralised services model across a geographically and culturally diverse
environment. The Workforce Relations team provides support across a range of areas including Employee Relations, Workforce
Performance portfolios, Recruitment, Workforce Health Management, and General HR Support.
Key duties and responsibilities
1. Work proactively and collaboratively with client agencies to assist with the identification of service delivery gaps and the
development of solutions to address these.
2. Work cross functionally to support effective workforce relations service management, having extensive understanding and
ability to undertake complex HR matters and management, employee complaints, and performance matters providing early
intervention services and/or ability to undertake complex case management activities, investigations and facilitate discussions.
3. Undertake research and analysis of HR data to provide high quality, effective and timely workforce relations responses and
advice, and contribute to the development, implementation and review of workforce relations practices.
4. Lead or contribute to strategic HR projects that support consistent Workforce Services delivery across the NTPS.
5. As a functional or subject matter expert develop and maintain current knowledge of client agency and NTPS employment and
industrial relations related legislation, policies and best practice to ensure compliance with employment legislation, agency
policies and delegations.
6. Manage the day-to-day activities of a team to effectively deliver workforce relations services.
Selection criteria
Essential
1. Extensive experience and contemporary knowledge of strategic HR management including experience managing complex HR
matters and/or cases.
2. Demonstrated leadership skills with the ability to lead and manage a team in a multi-skilled, flexible client focussed centralised
HR service.
3. High level communication, negotiation and conflict resolution skills with the ability to establish collaborative relationships at all
levels and across diverse cultures to positively influence HR practices.
4. High level conceptual and analytical skills including the ability to interpret and apply employment and work health and safety
legislation.
5. Well-developed knowledge relating to the methodology, systems and procedures across the broad spectrum of HR disciplines.
6. Highly developed project management and written skills with the ability to research and analyse information for preparing a
range of high level correspondence and project documentation.
7. Demonstrated work ethic and attitude which emulates DCDD values of being professional, accountable, honest, innovative and
respectful.
Desirable
1. Extensive knowledge of the Public Sector Employment and Management Act, the NTPS recruitment and selection processes and
HR Management systems.
2. Relevant tertiary qualifications in human resources or a related field.
