Primary objective

Provide strategic leadership of the Department’s project and contract management ecosystem through Enterprise Project Services

(EPS), integrating four specialist business units to uplift infrastructure delivery maturity, data-driven decision-making, and

organisational capability to implement enterprise adoption of enhanced project systems. Steward frameworks, systems, and a risk-

based governance culture that embed continuous improvement within the Department’s quality management practice, positioning

EPS as a trusted partner and centre of excellence supporting consistent program, project, and contract outcomes across all

activities. Lead cultural transformation and change management to build a cohesive, high-performing team aligned with the

Department’s strategic goals.

Context statement

The Executive Director Enterprise Project Services leads a newly formed division responsible for standardising project and contract

management across the Department. Reporting to the Chief Operating Officer, the role drives the development of a modern project

management office that enhances delivery quality, risk management, compliance, and capability uplift to support the Department’s

strategic infrastructure goals.

Key duties and responsibilities

1. Provide strategic leadership and stewardship of the department’s project and contract management ecosystem, positioning EPS

as an enabler and enterprise reform engine through design and implementation of fit-for-purpose frameworks, methods, and

tools to drive consistent, high-quality program, project, and contract outcomes.

2. Strengthen organisational capability and continuous improvement through uplift in project controls, portfolio insights,

assurance activities, workforce development, and leveraging data and lessons learned to enhance delivery and contract

discipline.

3. Oversee enterprise initiatives in data, reporting, systems integration, and business intelligence, ensuring alignment with IT

governance policies to improve transparency, traceability, and risk visibility.

4. Lead a multidisciplinary division, fostering alignment, role clarity, service integration, and a culture of enablement,

accountability, and performance excellence, while building strong relationships with delivery divisions and corporate partners

to position EPS as a strategic enabler and reform driver.

5. Represent the department in high-level forums, providing assurance on delivery pipeline health, system performance, emerging

risks, and governance effectiveness to executive leadership.

6. Lead change management and cultural transformation initiatives, defining and monitoring performance metrics to demonstrate

EPS’s impact and align activities with strategic outcomes.

Selection criteria

Essential

1. Demonstrated strategic leadership in uplifting organisational delivery maturity, including experience establishing governance

frameworks, capability models, and performance systems across large or complex delivery environments.

2. Proven ability to lead enterprise-level transformation integrating people, processes, systems, and data to improve delivery

confidence, transparency, and organisational performance.

3. Highly developed stakeholder influence and partnership capability, positioning functions as enablers and shaping constructive

delivery behaviours across diverse business areas.

4. Strong commercial, contractual, and program-governance literacy with the ability to translate frameworks into practical uplift,

coach leaders, and provide assurance that strategic objectives will be achieved within acceptable risk levels.

5. Advanced leadership capability consistent with the Northern Territory Government Capability Leadership Framework, including

setting direction, developing talent, shaping culture, leading through ambiguity, and building high-performing teams.
