Your team – Development Services
The Development Services team is a multidisciplinary group of planning, urban design, built form, engineering and commercial professionals responsible for identifying and delivering Priority Development Areas (PDAs) and other catalyst sites and precincts across Queensland. The team enables new housing, commercial and mixed‑use development by leading planning activities, managing development approvals, and administering a significant infrastructure funding program. This ensures essential infrastructure is delivered in the right locations at the right time, accelerating the supply of development‑ready land.

Responsibilities
Working to your strengths, as an AO7 Principal Analyst, you will support strategic planning and operational activities associated with EDQ’s infrastructure charging policies. Key activities and responsibilities may include:
- Manage the preparation, oversight and quality assurance of financially sustainable development charges financial models for future trunk infrastructure, including advanced cost estimation and approving schedules of works for land and works.
- Calculate and critically review infrastructure charge calculations completed by other team members, and provide authoritative advice to applicants on interpreting EDQ’s infrastructure charging policy.
- Carry out the day‑to‑day program of EDQ’s infrastructure offset functions, including undertaking trunk infrastructure scope and cost assessments and supporting junior staff in undertaking these assessment, making recommendations to management, maintaining accurate records, and monitoring and reporting of offset workloads.
- Prepare and implement business and process improvements, policies, procedures and guidelines related to offsets, infrastructure charges and financial matters that deliver on EDQ’s strategic objectives.
- Build and maintain strong professional relationships with senior internal and external stakeholders to negotiate outcomes, resolve complex issues, and deliver a high level of client service.
- Lead auditing and cleansing of infrastructure financial datasets, ensuring governance, system integrity and accuracy.
- Work collaboratively with planning and engineering teams to devise and implement sound financial governance frameworks that shape planning outcomes and align with organisational priorities.
