Executive Planner Planning Agreement Specialist

The Role
We are seeking an experienced and highly skilled Executive Planner – Planning Agreement Specialist to join CBCity and play a key role in shaping a beautiful, liveable and well-designed city that our community values.
This specialist role is responsible for leading the coordination, negotiation, governance and oversight of Planning Agreements across Council, from inception through to the delivery of public benefits associated with development outcomes. You will assess major development and planning proposals, including rezoning applications and State Significant Developments, while contributing to the development and continuous improvement of Council’s planning and urban design policy framework.
You will provide expert planning advice to Council’s Senior Management and Executive Leadership Teams and work collaboratively across the organisation to support strategic corporate projects and key organisational priorities.
- This opportunity will be offered on a permanent full-time basis.
Duties will include but not be limited to:
- Act as Council’s lead Planning Agreement specialist and single point of contact for all Planning Agreements
- Coordinate and lead negotiations with developers and stakeholders regarding draft Planning Agreements, including the engagement and management of peer review consultants
- Ensure Planning Agreements maximise community benefit while considering Council’s ongoing operational and financial obligations
- Assess major planning proposals, rezoning applications and State Significant Developments and provide expert planning advice and recommendations
- Support the preparation, implementation and review of Council planning policies, planning instruments, land use strategies and infrastructure strategies
- Prepare reports, submissions and expert advice for Council, the Local Planning Panel, Executive Leadership Team and Land and Environment Court matters
- Lead and coordinate multidisciplinary project teams to deliver strategic planning projects and initiatives
- Prepare consultant briefs and manage specialist consultants across a range of disciplines
- Assess and lead the project management of Planning Proposals
- Support, contribute to and lead other strategic planning and urban design projects, including the development of planning controls, master plans and policies

You will have
- Tertiary qualifications in town planning, environmental planning law or a related discipline
- Current Class C Driver Licence
- Demonstrated experience preparing, negotiating and finalising Planning Agreements within government and/or private industry
- Proven experience coordinating the delivery and management of Planning Agreements from inception through to completion
- Strong knowledge of NSW planning legislation, planning processes, local environmental plans and development control plans
- Demonstrated ability to assess complex planning proposals and State Significant Developments
- Excellent analytical and problem-solving capability, including the ability to manage complex planning and development matters
- Strong project management experience, including coordinating multidisciplinary teams and consultants
- Excellent written and verbal communication skills, particularly with respect to commercial negotiation, report writing and presentation skills
- Experience preparing submissions, strategic advice, briefings and reports for senior leadership, panels and legal proceedings
- High-level computer literacy and experience using electronic records and file management systems
The salary range for this opportunity starts at $115,347 + 12% superannuation. Salary may be negotiable depending on skills and experience.
