Court Services Victoria provides corporate services and facilities to support the performance of the judicial, quasi-judicial and administrative functions of Victoria's courts and tribunal, Judicial College and Judicial Commission.

Collectively, Victoria's Supreme, County, Magistrates', Children's, and Coroners courts, the Victorian Civil and Administrative Tribunal (VCAT), the Judicial College of Victoria, the Judicial Commission of Victoria, and Court Services Victoria (CSV) are referred to as the `Courts Group'.

VCAT

The Victorian Civil and Administrative Tribunal (VCAT) is a justice service that resolves a wide range of disputes for the Victorian community, including renting, planning, and consumer disputes. VCAT is committed to delivering an accessible service for all Victorians and is transforming our digital products and services to make it faster, easier, and more convenient for people to come to the tribunal.

About the Role

The Implementation Manager is responsible for leading enterprise-wide implementation, transition and benefits realisation activities associated with VCAT's relocation to 308 LaTrobe Street. You will provide strategic leadership across post-implementation governance, operational transition, benefits realisation and evaluation acitvities to ensure the successful delivery of organisational outcomes.

You will be accountable for leading complex cross-functional initiatives involving VCAT operational divisions, Court Services Victoria, digital transformation stakeholders and external partners. You will provide authoritative advice to senior executives on strategic implementation risks, operational performance, oregnisational readiness and continuous improvement opportunities.

Duties will include:

  • leading implementation of Gateway 5 recommendations and overseeing development, governance and ongoing refinement of the Benefits Management Plan
  • developing and implementing orgnisation-wide evalutation frameworks, performance measures and reporting methodologies to assess operational effectiveness and service delivery outcomes
  • providing authoritative strategic advice, reporting and recommendations to senior exectuves and governance forums regarding progress
  • leading enterprise-wide implementation and transition activities associated with VCAT's relocation to 308 LaTrobe Street
  • leading cross-functional governance forums and stakeholder engagement activities
  • maintaining accurate and complete records of work activities in accordance with legislative requirements
  • partnering with VCAT operational divisions, CSV Built Environment, Digital Services and Business Services teams to lead organisational change
  • driving a culture of innovation and continuous improvement

This position is a fixed term role until 30 June 2027

About You

The ideal candidate will have demonstrated experience leading enterprise-wide implementation, transition and organisational change initiatives within complex public sector or justice environments.

You will be able to demonstrate:

  • experience developing and implementing benefits realisation frameworks, evaluation methodologies, governance structures and performance reporting for major projects
  • experience providing strategic advice to senior executives on operational performance, organisational transformation and service delivery improvement
  • experience leading cross-functional stakeholder engagement an
  • knowledge of VCAT's jurisdiction, legislation and procedural rules or the ability to quickly acquire this
  • strong systems thinking capabilities with an understanding on how different functions and processes interact across the organisation
  • a commitment to innovation and continuous improvement fostering an environment of creativity
  • well developed influence and negotitation skills and abilities to constructively address and resolve issues
