Primary objective
Provide high level clinical leadership and strategic direction across Mental Health Services Central Australia Region (MHS CAR), which
includes the management of the medical team and proactively providing clinical advice to the General Manager and NT Health CA Region
Executive.
Key duties and responsibilities
1. Provide high level, evidence based clinical mental health advice and leadership to NT Health Central Australia Regions key stakeholders
including the General Manager and Regional Executive Director consistent with NT Government policy, the National Mental Health
and Suicide Prevention Strategy, NT Health Strategic Plan, the Mental Health and Related Services Act (MHaRS) and other relevant
legislation.
2. Perform all responsibilities and duties in line with the Person-in-charge of the Approved Treatment Facility (PIC-ATF) under the
MHaRS.
3. Practice in accordance with Royal Australian and New Zealand College of Psychiatry (RANZCP) ethical and professional standards and
NT Health’s policies including ensuring appropriate electronic and hard copy health records are established and maintained.
4. Ensure supervision and/or mentoring arrangements are in place for MHS CAR medical staff, including active involvement in the
Registrar and medical student training, in collaboration with Northern Territory (NT) Clinical School, and RANZCP Directors of Training.
5. Manage recruitment, and other human resource activities including performance management activities of the medical team.
6. Provide leadership and oversight in the development, implementation and monitoring of the MHS CAR clinical governance framework.
7. Provide diligent management of the medical cost centre including actively participating in financially relevant governance processes.
8. Proactively provide specialist clinical care and consultancy including participating in the on call roster as appropriate.
9. Provide high level leadership and guidance in the development, implementation and monitoring of safety and quality activities including
those relating to clinical National Safety and Quality Health Service Standards and provide advice on mental health research.
10. Follow defined service quality standards, work health and safety policies and procedures relating to the work being undertaken in
order to ensure high quality, safe services and workplaces.
11. Foster a positive workplace culture through exemplary leadership practices and role modelling behaviour.
Selection criteria
Essential
1. Medical registration with the Medical Board of Australia as a Specialist Psychiatrist, Fellow of the Royal Australian and New Zealand
College of Psychiatrists (FRANZCP) or equivalent, with extensive relevant clinical psychiatric experience in medical practice as a Staff
Specialist.
2. Proven high level leadership experience and skills, including strategic planning, human resource management, and financial
management.
3. Demonstrated skills in professional leadership, supervision, clinical teaching and development and maintenance of clinical governance
systems, including strong commitment to continuous quality improvement and research.
4. Demonstrated ability to provide evidence based mental health care and advice in line with relevant legislative and other relevant
frameworks.
5. Knowledge of particular issues that face First Nations populations, and skills in developing and delivering culturally safe mental health
services for Aboriginal and non-Aboriginal populations in urban and remote settings.
6. Demonstrated exceptional interpersonal and conflict resolution skills, including the ability to work collaboratively and effectively to
establish and maintain strategic working relationships with key stakeholders.
7. Demonstrated experience and skill in working collaboratively and respectfully within multidisciplinary teams to ensure positive
outcomes for consumers and carers including an ability to interact effectively with people from diverse cultures/backgrounds.
8. Demonstrated high level conceptual, analytical, and creative problem solving skills, including the ability to influence others and create
change while understanding and working with the current political, social, financial and organisational environment.
9. Current NT driver’s licence or ability to obtain.
Desirable
1. Formal leadership/management training such as Royal Australian College of Medical Administrators (RACMA) or similar.
