About the role
Foreign Investment Division are seeking applications for Investment Review Officers to fill positions within Investment Review Branch.
Treasury’s Investment Review Branch critically assesses foreign investment applications to enhance Australia’s economy and protect Australia’s national interest and national security.
As a case officer in the Investment Review Branch, you will regularly prepare advice for the Treasurer, Treasury’s senior executives and the Foreign Investment Review Board on complex foreign investment proposals involving national security and other national interest issues.
The work of the Investment Review Branch stands at the intersection of government and industry. You will work with Commonwealth, State and Territory agencies and the National Intelligence Community to identify and mitigate potential foreign investment risks. You will also work closely with foreign investors and their advisers, building deep links with the private sector. Within Treasury, you will work with our compliance, assurance, operational and policy teams to assess proposals and be part of our continuous improvement programme.
Your work will inform decisions on individual investment proposals to ensure they are consistent with Australia’s national interest and our national security.
What you’ll do
Investment Review Officers at the APS5 level will:
- Manage a portfolio of active, moderately complex foreign investment proposals in a fast-paced, dynamic regulatory environment.
- Have accountability for tasks and decisions and drive foreign investment assessments through to completion.
- Develop and maintain working relationships with internal and external stakeholders in progressing the assessments and delivering high quality advice and decisions.
- Actively support your manager in setting work priorities, addressing risks, and administering foreign investment proposals in line with legislative and policy requirements.
- Contribute to various business and process improvement initiatives.
Senior Investment Review Officers at the APS6 level, under limited direction, will:
- Manage several highly complex foreign investment proposals in a fast-paced, dynamic regulatory environment, including providing timely and accurate specialised advice.
- Develop and support complex relationships with internal and external stakeholders, including anticipating and responding to stakeholder needs and expectations and deal with conflicting positions.
- Contribute to and assist your manager in setting work priorities, addressing risks, and administering foreign investment proposals in line with legislative and policy requirements.
- Contribute to various business and process improvement initiatives.
Investment Review Officers at the APS5 level and APS 6 level may also be required to support foreign investment operations, for example responding to foreign investment enquiries, administering fees and payments, as well as assisting stakeholders with information technology systems support.
Desirable Skills / Experience
Successful applicants will:
- Assess and critically analyse foreign investment matters to identify risks to Australia’s national interest and national security, and regulatory risk and address them through appropriate risk mitigation strategies.
- Engage a broad range of internal and external stakeholders, including investors, their advisers, and Australian, state and territory government agencies.
- Develop and deliver advice for Treasury Ministers and other decision makers to support the Government’s foreign investment policy objectives and meet community expectations about the regulation of foreign investment in Australia.
- Be an active contributor in a flexible, diverse, supportive, and high-performing team that is driven by achieving quality outcomes.
