Job Description: The Materials Manager is responsible for the overall planning, coordination, and execution of all materials management activities to support the construction, commissioning, and operation of an Ammonia/Urea Fertilizers Plant or EPC project. This role ensures the efficient and cost-effective handling of materials across the supply chain, including procurement, receiving, warehousing, inventory control, and issuance and preservation, while strictly complying with project schedules, specifications, HSE requirements and industry standards.
Key Responsibilities
1. Procurement & Materials Planning
- Collaborate with engineering, procurement, and construction teams to develop project-specific material requirements plans (MRP).
- Ensure timely availability of all bulk materials, tagged equipment, consumables, and spare parts in line with the project schedule.
- Coordinate with procurement for material delivery schedules and vendor follow-ups.
- Review vendor packing lists, documentation, and logistics plans to mitigate delivery risks.
2. Inventory & Warehouse Management
- Establish and manage on-site and off-site warehouses, laydown yards, and storage systems.
- Implement inventory control systems to monitor stock levels, prevent shortages, and minimize surplus and obsolete / redundant stock.
- Ensure safe, secure, and organized storage of materials with traceability and quality preservation.
- Supervise preservation programs for critical and long-lead equipment as per OEM recommendations.
3. Logistics & Material Handling
- Oversee inbound and outbound logistics including customs clearance, inland transport, and site delivery.
- Manage unloading, inspection, and documentation of received materials.
- Optimize site material movements to reduce congestion, double handling, and losses.
- Coordinate with logistics providers and freight forwarders to ensure compliance with international trade and customs regulations.
4. Material Traceability & Documentation
- Maintain complete and accurate documentation of all materials including Mill Test Certificates (MTCs), delivery notes, inspection reports, and stock records.
- Ensure full traceability of tagged and critical items.
- Support QA/QC teams during material inspections, audits, and handover processes.
5. Systems & Reporting
- Actively participate in implementation and subsequent operations material management systems (e.g., SAP, Oracle, or other ERP/MMIS tools).
- Generate reports on material status, inventory, shortages, overages, and damaged/lost items.
- Provide weekly and monthly material status reports to project management.
- Ensure audit readiness by maintaining transparent and up-to-date records for client, licensor, and regulatory inspections.
6. Team Leadership & Coordination
- Lead and manage a team of material controllers, storekeepers, and logistics personnel.
- Liaise with engineering, construction, QA/QC, and HSE teams for seamless material flow.
- Mentor and train junior staff in warehousing best practices, ERP usage, and HSE compliance.
- Act as the primary escalation point for all material-related issues affecting project progress.
Education/Experience Requirements
- Qualification: Bachelor’s Degree in Engineering, Supply Chain Management, Logistics, or related field.
- Experience: Minimum of 15 - 20 years of experience in materials management within EPC or large-scale industrial projects, preferably in fertilizers (Ammonia/Urea), petrochemical, or oil & gas sectors.
- Proven experience with international procurement, customs regulations, and logistics coordination.
- Sound knowledge of industry standards (ASTM, ASME, API, etc.), and material specifications for mechanical, electrical, and instrumentation items.
- Proficiency in ERP systems (SAP, Oracle) and MS Office suite.
- Familiarity with warehousing best practices, HSE standards, and QA/QC procedures.
