You'll own ICON's end-to-end bid and tender process, build a centralised proposals library from scratch, and introduce AI-assisted workflows that change how the business pursues and wins work, with the authority and senior backing to do it properly.

THE ROLE
Reporting to the Chief Growth Officer and working directly with Business Line and Business Development Managers, you'll be the single point of accountability for how ICON responds to EOIs, RFQs, RFTs, panels, and negotiated proposals.
A critical part of the remit is building ICON's centralised tender and proposals library: consolidating capability statements, project histories, CVs, and commercial content currently spread across individuals and systems, and structuring it for reuse, version control, and AI-assisted drafting.
Key Responsibilities
- Own and coordinate all bid responses end-to-end: EOIs, RFQs, RFTs, prequalification panels, and negotiated proposals, from receipt through to submission.
- Drive bid planning, compliance tracking, internal review cycles, and approvals against realistic timelines.
- Design, build, and maintain ICON's centralised tender and proposals library as the single source of truth for capability, project, people, and commercial content.
- Enforce version control and content governance: actively chasing updates from technical and commercial leads and policing outdated material.
- Embed AI tools into bid workflows for first-pass drafting, content retrieval, and response analysis.
- Coordinate inputs from technical, commercial, and operational contributors without losing ownership of the process or the schedule.
- Track bid outcomes and analyse win/loss data to identify improvements to ICON's pursuit strategy and proposal quality
Essential
WHAT WE'RE LOOKING FOR
- Demonstrated experience owning bid and tender processes in engineering, infrastructure, or professional services, not just coordinating documents.
- Proven ability to manage competing deadlines and hold senior contributors accountable for timely, quality inputs.
- Experience building or significantly improving proposal content libraries, knowledge management systems, or bid repositories.
- Practical, hands-on use of AI tools in knowledge-heavy or proposal environments, not theoretical familiarity.
- Confidence operating in a technically complex environment and engaging credibly with engineers and senior stakeholders.
- Ability to restructure and edit technical content under time pressure into responses that are compliant, coherent, and persuasive.
Desirable
- Background in or exposure to oil and gas, resources, or offshore engineering sectors.
- Experience introducing or governing bid process improvements in a smaller or mid-size consultancy environment.
- Familiarity with SharePoint, CRM systems, or structured document management platforms.
- Exposure to win/loss analysis or pursuit performance reporting.
