About the Project

We are seeking experienced Project Managers to support delivery of The Wave (Rail) — a major public transport infrastructure program connecting Beerwah to the Sunshine Coast Airport ahead of the 2032 Olympic and Paralympic Games.

These roles will support delivery across major rail packages including Brownfield, Greenfield and working within an integrated project team alongside TMR, Queensland Rail, contractors, consultants, and key stakeholders.

Key Responsibilities and Objectives of the Role

Provide project management services to the package team to ensure successful delivery and to mitigate and manage risk during design and pre-construction, delivery and operational readiness phases, including but not limited to:

• Work closely with the Senior Project Manager and broader project team to ensure that project benefits and outcomes are delivered in a safe and integrated way, on time and within budget, to quality requirements and stakeholder expectations

• Support the Senior Project Manager and Governance and Controls team to develop, implement and utilise best practice project management systems and tools to support the package teams to deliver the project on time and on budget (ensuring coordination of these tools and systems across other packages to mitigate integration risks)

• Actively monitor and report on project progress against pre-determined goals and specifications, detailing actual or potential project variations, risks, issues and mitigation strategies

• Develop and review project management plans (including the contractors management plans) to ensure alignment with Project Sponsor objectives, business requirements and project requirements (inc. commercial and legal requirements)

• Support review of design documentation and associated reports where required, including close engagement with the Engineering, Constructability and Rail Operations team and Principal Engineers across the project

• Attend site inspections, hold and/or witness points (where required under the contract and/or based on risk assessment and/or as directed by the Senior Project Manager and/or Package Director) to ensure works are being delivered to the standard and quality as required by the project requirements and project documents

• Attend and/or prepare material for integration and interface management meetings, including technical working groups and meetings with the contractor. The Senior Project Manager may delegate leadership of meetings to the Project Manager role, as appropriate

• Ensure compliance with best practice processes for stakeholder management and community engagement across the package, including regular engagement with other package teams and relevant teams such as the Stakeholder and Community Engagement team and Planning and Environment team. This is likely to include regular input into project correspondence

• Develop and maintain strong and effective relationships with the broader Integrated Project Team, relevant colleagues in interfacing project teams and key stakeholders (including other consultants and contractors, TMR, Queensland Rail, local government, other government agencies, industry and the community)

• Proactively identify and resolve and/or recommend action on complex matters associated with planning and delivery of the project, including those related to safety, quality, integration and interface management, contractual or legal, environmental, legacy and commercial risks

• During design and delivery, advocate for positive operational outcomes as per project requirements, including safe rail operations and maintenance for the network operator (operations aligned with the Rail Network Strategy and other relevant policy)

• Provide specialist advice to the Senior Project Manager and/or Package Director including participation in the project governance and change control processes (including drafting papers, briefing notes and presentations where required) and representing the package team at meetings or forums where required

• Mentor other team members as advised by the Package Director, including graduates

• Represent TMR, the project and/or the package team at engagement events or within the Project Information Centre (located at the Sunshine Coast) where required

• Backfill the Senior Project Manager when required (for periods of leave), including participation in leadership activities and forums

• Adhere to and exhibit best practice with regards to project probity and confidentiality protocols

• Work closely with commercial teams and broader stakeholders on interfacing projects to ensure alignment between commercial documentation and administration protocols to ensure best for State/ whole of network outcomes are achieved

• Demonstrate collaborative behaviours, including alignment with the Wave Project Team Vibes, TMR Values and project charters

• Undertake other project management, coordination and advisory activities as required and as directed by TMR

Mandatory Requirements

Experience of +5 years in project management for major infrastructure projects (>$500 million), with proven experience in successful delivery of projects

Rail Industry Worker (RIW) or ability to obtain within 2 months of appointment

Valid Construction White Card suitable for works in Queensland

Relevant professional qualifications such as bachelor’s degree in engineering, construction management or related field or demonstratable experience in similar field

Highly Desirable

• Chartered engineering qualification (RPEQ or equivalent)

• Project controls experience in project budget management, cost control and procurement, schedule management and quality control

• Experience in relevant contract model (for example Alliance, Incentivised Target Cost or collaborative contracting models)

• Experience working on government funded projects (client or contractor side)

• Experience with the Queensland Rail network
