One of our Federal Government Clients is seeking to engage a ICT Procurement and Contract Manager

- Contract Duration: 03 Years+ (15 Months initially + 24 Months extension)
- Work Location: Only Canberra (Hybrid – 03 Days Office / 02 Days home each week)
- Eligibility: You must need to have Baseline Security Clearance or above.

Key duties and responsibilities
The ICT Procurement and Contract Management role will work across several Sections to support the delivery of Sourcing Strategy and Procurement, Contract Management, Managed Services and Labour Hire.
The key ICT Procurement and Contract Management responsibilities include:
- ICT Procurement and advisory services.
- Software sourcing and procurement and advisory services.
- Software licencing, advisory and audit.
- Contract management of telecommunication contracts.
- Vendor Management.
- Labour Hire services including invoice and purchase order management.
- Managed services contract management.
- Cloud services procurement and contract management.
Key duties and responsibilities
Provision of Specified Personnel on a time and materials basis in the following role: ICT Procurement & Contract Manager, to undertake tasks at SFIA Level 4 that include, but are not limited to, the following:
- Assist in ensuring that Digital Procurement activities are managed in compliance with the legislation and policies including the Public Governance, Performance and Accountability Act and Commonwealth Procurement Rules.
- Research and prepare advice, information and reports on the commercial arrangements managed by the team in order to facilitate informed decision making and planning.
- Lead and contribute to projects to support the achievement of organisational level strategic and operational objectives.
- Develop and oversee the implementation and evaluation of administrative practices, systems and procedures to optimise efficiency and support the achievement of quality outcomes of the commercial arrangements.
- As a strategic and operational point of contact, liaise with stakeholders and action requests.
- Anticipate and address any contentious issues and provide accurate advice on complex commercial issues, often within tight timeframes.
- Track and report costs associated with contract budgets.
- Develop and manage a wide range of procurement activities.
- Provide procurement advice to various stakeholders.
- Provide contract management and vendor management including across some MOU's.
- Assist with the migration of procurements, contracts and MOUs into the Department from other Agencies/Departments under Machine of Government (MOG) activities.
- Assist in negotiations with vendors and key stakeholders.
- Seek, follow-up and finalise financial approvals through SAP.
- Track and report costs associated with procurements and contract budgets.
- Manage vendor relationships, and governance across procurements, contracts and MOUs.
- Manage end to end procurement process on behalf of business areas within Health.
- Provide ongoing visibility to the Director via reporting.
- Contribute towards knowledge and skills transfer.
Essential Criteria
- Demonstrated procurement/contract management (or similar) experience in the public or private sector at SFIA level 4.
- Knowledge and understanding and ability to apply the Commonwealth Procurement Rules to Procurement and Contract Management activities
- Highly developed analytical, interpretive and problem-solving skills to form views, provide procurement advice and make effective evidence-based decisions;
- Well-developed written communication skills to plan, prepare and develop procurement plans, procurement documentation and reporting
Desirable Criteria
- Certificate IV in Procurement and Contract Management or equivalent qualification
- Experience using SAP ESS, procurement, contract management or financial systems.
- Develop and maintain productive working relationships with a variety of stakeholders; good negotiations skills.
