About The Role

BRG is seeking an experienced Commercial and Financial Analyst (Level 4) to support the AIR7404 C-130J Hercules Project within CASG Airlift and Tanker Systems Branch (ATS), Future Air Mobility Systems Program Office (FAMSPO).

This high-impact role will provide independent, objective, and defensible commercial and financial analysis to support government decision-making associated with support and sustainment tender responses for one of Defence's major future air mobility acquisitions.

The AIR7404 Project will replace and expand Australia's current fleet of twelve (12) C-130J-30 Hercules aircraft with twenty (20) new aircraft acquired through Foreign Military Sales (FMS) from the United States Government. This major capability uplift may also support the establishment of a second RAAF squadron based at RAAF Base Richmond, NSW.

The successful candidate will play a critical role in evaluating tender responses, conducting financial and commercial assessments, strengthening investment and business case documentation, and ensuring robust, transparent, and value-for-money advice is provided to delegates and senior decision-makers.

Duties & Responsibilities

  • Develop and provide input into request and tender documentation
  • Manage and support major Foreign Military Sales (FMS) Case acquisitions
  • Conduct detailed financial evaluations of tender responses, including cost reasonableness, accounting practices, and compliance assessments
  • Undertake cost normalisation, comparative financial assessments, and option analysis
  • Assess labour, materials, legacy costs, and benchmarking data
  • Prepare and contribute to Tender Evaluation Working Group (TEWG) Reports and Source Evaluation Reports (SER)
  • Manage commercial assessments of pricing, contracting, and delivery models
  • Review and validate cost estimates, assumptions, affordability, and benefits
  • Develop robust financial models with transparent assumptions and methodologies
  • Provide executive-level commercial and financial reports, recommendations, and briefings
  • Support business cases, Cabinet submissions, investment papers, and negotiation/re-pricing activities
  • Identify and manage commercial, financial, and delivery risks
  • Upskill APS and ADF stakeholders through knowledge transfer and mentoring

To be Successful

You will ideally demonstrate:

  • Proven experience supporting major government acquisition or Defence procurement programs
  • Demonstrated capability working on major FMS Case acquisitions
  • Strong understanding of financial evaluation methodologies including TEWG and SER reporting
  • Advanced commercial and financial modelling capability
  • Experience assessing VfM, affordability, and procurement risks
  • Strong knowledge of Defence Procurement Manual (DPM), public sector frameworks, and relevant policy guidance
  • Ability to communicate complex financial insights clearly to non-technical stakeholders
  • Relevant professional qualifications such as CA, CPA, or CFA
  • Strong stakeholder engagement, governance, and reporting capability
  • Ability to deliver within tight deadlines while maintaining quality and auditability
